33,080 Public Housing Units Open for Applications at Year-End

Ministry of Land: 13,787 Public Sale Units Across 18 Sites in the Seoul Metropolitan Area

13,414 Public Rental Units in the Seoul Metropolitan Area; 25% First-Time Homebuyer Special Supply Implemented

The Ministry of Land, Infrastructure and Transport (Minister Kim Hyun-mee) announced its plan for recruiting occupants of public housing—including public rental (public-supported private rental included) and public sale—for November–December 2020, stating that it will recruit occupants for a nationwide total of 33,080 public housing units across 68 sites.

For public rental housing (public-supported private rental included), occupants will be recruited for a total of 13,414 units across 32 sites in the Seoul metropolitan area.

The offerings include the rental-type Newlywed Hope Town at Seoul Suseo (December, 199 units), which features a variety of childcare facilities and is planned with 100% underground parking, as well as Seoul Yangwon (November, 100 permanent + 192 national units), which combines permanent rental and national rental housing. Occupants will be recruited for 3,650 units across 5 sites in November and 9,764 units across 27 sites in December. In the provinces, occupants will be recruited for a total of 3,287 units across 13 sites.

These include Daejeon Doan (December, 360 units), a newlywed-specialized Happy House, as well as Sejong Multifunctional Administrative City 3-3M2 (December, 1,100 units) and Ulsan Sinjeong (December, 100 units), with occupants recruited for 184 units across 2 sites in November and 3,103 units across 11 sites in December.

For public sale, occupants will be recruited for a total of 13,787 units across 18 sites in the Seoul metropolitan area.

For the sale-type Newlywed Hope Town, occupants will be recruited for 6,454 units across 13 sites, including Wirye A2-6 (December, 294 units), Gwacheon Knowledge Information Town (December, 645 units), Seongnam Daejang (December, 707 units) and Goyang Jichuk (December, 386 units). In addition, occupants will be recruited at sites such as Incheon Yongmaru (2,277 units) in November, and Yangju Okjeong (2,049 units) and Uijeongbu Gosan (1,331 units)—a post-construction sale complex where occupants can inspect the quality of the housing before signing a contract—in December. In the provinces, occupants will be recruited for a total of 2,592 units across 5 sites.

These include 603 units of sale-type Newlywed Hope Town across 2 sites, such as Asan Tangjeong (December, 340 units) and Changwon Myeonggok (December, 263 units), as well as the post-construction sale complex Gyeryong Daesil 2 (December, 600 units) and Multifunctional Administrative City 6-3M2 (December, 995 units).

In addition to construction-type public rental housing, more than 17,000 units of purchased and jeonse rental housing—which public housing operators purchase or lease from the private sector and supply at low cost—are also slated for occupant recruitment in November–December. For purchased rental housing, occupants will be recruited for 5,010 units nationwide, including 2,494 units in the Seoul metropolitan area, while for jeonse rental housing, rolling nationwide recruitment for 4,313 units of the newlywed type will continue.

Those wishing to apply for public sale housing are advised to check whether the applicant and their household meet the requirements for the “First-Time Homebuyer Special Supply.” This is because the revised “Enforcement Rules of the Special Act on Public Housing,” intended to expand homeownership opportunities for those with a genuine need for housing who do not own a home, took effect on September 29 this year, expanding the “First-Time Homebuyer Special Supply” allocation from 20% to 25%. Accordingly, Daejeon Gapcheon 1, whose occupant recruitment was announced on October 7, allocated 279 households—25% of the total 1,116 households recruited—to the First-Time Homebuyer Special Supply.

Those wishing to apply for a Newlywed Hope Town or public rental housing should check the recently expanded newlywed eligibility requirements. Under the “Enforcement Rules of the Special Act on Public Housing,” which took effect on September 3 this year, a household “with a child aged 6 or younger, including an unborn child,” can also be recognized as a newlywed couple.

Kim Jung-hee, Director General for Housing Welfare Policy at the Ministry of Land, Infrastructure and Transport, said, “The expansion of the First-Time Homebuyer Special Supply has now gone into full effect, and by January next year we plan to ease the income requirements for the Newlywed Hope Town, the newlywed special supply and the first-time homebuyer special supply, thereby supporting homeownership for even more genuine, non-homeowning buyers.” He added, “Beyond such institutional improvements, we plan to carry out previously announced supply measures—such as the third-phase new towns and the August 4 plan to expand housing supply in the Seoul metropolitan area—without setback, and to continue steadily supplying not only public sale housing but also public rental housing where residents can live stably and affordably over the long term.”
